Since yesterday, August 12, new rules under the Regulation on packaging and packaging waste begin to apply throughout the European Union.
Now there will be strict limits on perfluoroalkyl and polyfluoroalkyl substances (PFAS, known as “forever chemicals”) in packaging that comes into contact with food, which will better protect consumers and the environment.
Definitions, for example, for manufacturers and producers responsible for extended producer responsibility regarding packaging, will now be harmonized across the EU. Certain markings and information for packaging will also be required, ensuring that manufacturers or importers of packaging can be identified and contacted as needed.
Other additional rules under the Regulation on packaging and packaging waste will gradually be applied. Most obligations will be applicable from 2030, including rules on recyclability, reuse targets, or formats for very small single-use plastic packaging used in hotels and restaurants.
The European Commission will continue to work closely with stakeholders and Member States to support efficient and practical on-the-ground implementation. In order to facilitate the uniform application of the new packaging rules across the EU and simplify compliance, the Commission has published guidelines on the implementation of the Regulation, as well as updated FAQs.
On average, each European throws away half a kilo of packaging every day, from takeaway coffee cups to beverage capsules, plastic or aluminum wrappers, or packages for online shopping. The Regulation will help continue addressing the environmental challenges posed by packaging and will make Europe less dependent on imported fossil fuels from which almost all plastic packaging is made. It will also help strengthen the single market for packaging and facilitate cross-border operations for businesses by implementing common standards.
Jessika Roswall, Commissioner for Environment, Water Resilience and Competitive Circular Economy, stated that “the new Regulation on packaging and packaging waste is an investment in the future of Europe: it will help reduce waste, increase recycling, make packaging that comes into contact with food safer for consumers by limiting harmful substances like PFAS, and reduce our dependence on virgin raw materials. These are essential steps towards a truly circular economy. At the same time, the Regulation will replace some fragmented national rules that are difficult for economic operators in the internal market to manage. However, the new rules also entail adjustment costs, and we have worked intensively with market operators to implement the new rules in a pragmatic and non-bureaucratic manner.”
