The European Commission approved last Thursday a grant of more than 103.6 million euros from the EU Solidarity Fund to help Malta, Portugal, and Spain recover from the storms.

In order to alleviate the financial burden of reconstruction efforts following the damage caused by the devastating storms that occurred in these countries in January and February 2026, the European Commission has approved these advance payments.

The advances are granted following the requests for aid to the FSUE submitted by the three European countries and after the positive technical assessment by the Commission, which confirms that the access criteria to the Fund are met.

Between January 19 and 21, 2026, Malta was affected by Storm Harry. The storm caused widespread flooding, coastal damage, and transportation disruptions, with significant repercussions on public infrastructure, ports, fishing, aquaculture, agricultural assets, and local communities. Malta will receive an advance of 931,014 euros.

Between January 22 and February 15, 2026, Portugal was affected by a series of exceptionally intense storms. The storms caused strong winds, coastal waves, and torrential rains that led to flooding and landslides, resulting in 18 fatalities, significant material damage, and disruptions in the provision of essential services. Portugal will receive an advance of 65.37 million euros.

Between January 22 and February 14, 2026, Spain was affected by the same storms as Portugal. The result was a prolonged interruption of electricity, water, and telecommunications supply affecting thousands of residents. The population also suffered significant material losses, and many homes were destroyed or rendered uninhabitable. Spain will receive an advance of 37.26 million euros.

The Commission will present a proposal to the European Parliament and the EU Council regarding the three requests. If approved, the final payments will be made subsequently and will depend on budget availability.

Since its creation in 2002, the EU Solidarity Fund has provided more than 11 billion euros in assistance for 148 disasters, including 128 natural disasters and 20 health emergencies, in 25 member states and six candidate countries.
